La Rousse and Saint-Roman, Monaco: Property Guide

3 min read · By Sandro Piras

La Rousse is one of the most populated districts in Monaco and its second most active resale market. On the eastern edge of the Principality, it combines high-rise residences with sea views, including Tour Odéon, and a quieter, residential feel than the centre. In 2025 its estimated price reached €51,265 per square metre, up 3.2% in one year, according to IMSEE, the Principality’s statistics institute. This guide covers La Rousse and Saint-Roman: prices, layout of the district and what to check before buying.

La Rousse, L’Annonciade and Saint-Roman: what is the difference?

La Rousse is the official district. Its town planning regulations divide it into two zones: L’Annonciade and Saint-Roman. Tour Odéon stands in the Annonciade zone. Saint-Roman, at the eastern edge of Monaco, overlooks the Larvotto beach. In property listings, you will often see the district written as “La Rousse – Saint Roman”.

With nearly 8,000 residents on 17.7 hectares, La Rousse is a dense district, built largely in height. Numerous lifts and escalators connect the different levels of the hillside.

Living in La Rousse

La Rousse appeals to residents who want a sea view and a calmer setting while staying a few minutes from Larvotto beach and Monte-Carlo. It has one public car park, the Annonciade car park, with 203 spaces (IMSEE, 2025), so a private parking space in the building is a criterion to check carefully before buying.

Tour Odéon, one of the landmarks of the district, features in our selection of the most prestigious residences in Monaco.

Buying property in La Rousse

With 100 resales in 2025, La Rousse offers more choice than most districts, from residences built from the 1960s onwards to recent towers with full services. The price gap between buildings is wide: IMSEE estimates €54,209 per m² for buildings completed from 2020 in La Rousse, against €51,265 for the district average. Floor, view and building services can move a price far from that average.
